Risk Description
The product poses a chemical risk because the plastic cable contains di-(2-ethylhexyl) phthalate (DEHP) above the permitted levels and releases an excessive amount of lead (measured values: DEHP 4.7% by weight; lead 98 mg/kg). According to the REACH Regulation the phthalates DEHP, DBP and BBP are prohibited in all toys and childcare articles, while phthalates DINP, DIDP and DNOP are prohibited in toys or childcare articles that can be placed in the mouth by children. The product poses a risk of damage to sight because the fixed light blue LED used does not meet the requirements of Class 1. In addition, the required warnings, advisory messages and safety information on the product and instructions are missing or do not appear in the official language of the country.The product does not comply with the requirements of the Toy Safety Directive, the relevant European standards EN 62115, EN 71-1 and EN 71-3 (version EN 71-3:1994, as the toys concerned were seized by the authorities before 20 July 2013 and hence the chemical requirements of Directive 88/378 applied).
