Risk Description

The lighters come under the definition of "novelty lighter" set out in European Standard EN 13869: "Lighters. Child-resistance for lighters. Safety requirements and test methods". It was found that the lighters present a risk of burns, in view of their characteristics, particularly as they are objects that are likely to be attractive to children, especially small children under 51 months, and the lack of labelling or indications concerning how the flame is produced. It should also be pointed out that the light effects produced by lighters Nos 9, 10 and 17 are even more likely to give the impression that they are toys.
